Over the last decade, state health department leaders have pursued effective low-cost and no-cost investments by convening Tobacco-Free Recovery Leadership Academies to establish action plans that have been implemented to reduce disparities in rates of tobacco use among people living with behavioral health conditions.
There is more work to do, and your health department can be part of the change by joining our next Tobacco-Free Recovery Learning Community.
Over 18 months, during in-person and online sessions, Tobacco-Free Recovery Learning Community participants will work together and with experts in the field to:
- Foster cross-state peer to peer learning and leadership.
- Identify actions states can take to use inclusive processes foster policy, systems, and people change to promote tobacco-free recovery.
Strengthen partnerships, including people with lived experience and their families, to design the way forward. - Plan and convene their own Tobacco-Free Recovery Leadership Academy to develop an action plan to reduce rates of tobacco use among people with behavioral health conditions.
- Provide and identify training and technical assistance to support implementation of action plans.
- Use data and information to monitor progress in achievement of state action plan goals.
The CoE-TFR will cover the costs of convening your State Tobacco-Free Recovery Leadership Academy (including travel, accommodations, per-diem, meeting venue and logistics, meeting materials) and resource select activities associated with state action plan activities as funds are available.

The issue: addressing tobacco use among people with behavioral health conditions
- People with behavioral health conditions represent 25% of the U.S. adult population but account for nearly 40% of all cigarettes sold.
- Half of all deaths were tobacco-related for persons who received behavioral health services.
The opportunity: state leaders peer-to-peer learning and action
There is more to do, and we can’t do this work alone. This is a unique opportunity for state leaders to learn from each other, experts in the field and take steps together to build on lessons learned to get next level outcomes.
To help you take these steps, we are inviting up to four state teams to participate in an 18-month Learning Community for Tobacco-Free Recovery.
The initiative will support your team in mobilizing community partners, stakeholders, and people with lived experience to develop and implement a statewide tobacco-free recovery action plan to continue to reduce the rates of commercial tobacco use among persons with behavioral health conditions.

Funding considerations
All costs associated with state participation in the Tobacco-Free Recovery Learning Community will be funded by the National Center of Excellence for Tobacco-Free Recovery. This includes covering all costs associated with convening a state-wide tobacco-free recovery leadership academy in your state.
